State Chief Minister Nitish Kumar made this announcement in a function of probationers deputy collectors in Bihar Institute of Public Administration and Rural Development (Bipard), training institute for state officers, in Patna.
Speaking on this occasion, Kumar said that since deputy collectors start their careers as block development officers (BDOs) and COs in blocks, they get promotion very late. By the time they become SDMs, ADMs and DDCs, they attain the age of 50 years and above.
Understanding this problem, the Chief Minister has set up a committee under the state Chief Secretary to evolve system and amend the existing Bihar Administrative Service Cadre Rules of 1996.
"In order to revitalise the ground level administration, this re-structuring in the state's civil service is a must," Kumar opined.
In a meeting held in secretariat on Friday last, the CM has categorically asked the Personnel and Administrative Reforms Secretary to expedite the matter and see that such restructuring was implemented at the earliest.
Admininstrative Reforms Commission set up under former Chief Secretary Vijay Shanker Dubey has also recommended for such re-structuring to make the lower level functionary more effective and efficient.
Posts of BDOs and COs would be manned by supervisory rank officers like in Uttar Pradesh, Madhya Pradesh and other states. The Bihar Administrative Service Association (Basa) had been demanding such an amendment for a long time.

Bihar to have younger bureaucrats
Patna: Bihar to have comparatively younger sub divisional magistrates (SDMs), deputy development commissioners (DDCs) and executive magistrates (EMs) in near future.
