Bihar : Upgraded Hospitals

PATNA: The state cabinet on Wednesday approved a proposal to upgrade 62 primary health centres (PHCs) to 30-bed hospitals.


Cabinet secretary Girish Shankar said it was also decided to notify three places Barauni and Bihat (both in Begusarai district) and Arwal as Nagar Parishads.

The cabinet also took a decision to cancel vacancies for appointment of 101 amins on contract. The mode of payment to amins engaged in survey of plots of land was also decided in the meeting.

A formula for allotment of Backward Region Grant Fund (BRGF) among constituents of Panchayati Raj Institutions (PRIs) namely Gram Panchayats, Panchayat Samitis and Zila Parishads was also finalised. Now the allotment would be on 70:20:10 basis.

The cabinet decided to relax rules for appointment to government jobs on compassionate grounds. Now wards of deceased Mahadalit staff would not have to clear Class VIII exams before appointment. But they would have to clear the same within two years of appointment failing which they would be dismissed.

The Bhuiyan sub-caste of the Mahadalit category would now be treated at par with Musahars for all practical purposes in the light of recommendations of Mahadalit Commission.

Shankar said the cabinet also okayed the draft of the joint memorandum to be submitted to the 13th Finance Commission on Thursday.
