Patna : 2021

PATNA: In another 15 years, Lalu Prasad, Nitish Kumar et al would be in the range of 70 years or more! Those in their 40s, who grew up fuming or gloating over the 15-year rule of Lalu, would be playing grandpa or grandma! They could be recalling their tales of hope and despair!

Anyone born on Sunday, would be happy to realise by 2021 that they are in a Patna that their parents dreamed about! Yes, the Patna of today (140 square km) would have spread over linearly over 200 square km more in the shape of a giant local "rohu" fish with its new township, bound by 200 feet and 120 feet wide roads, with clusters of highrise buildings — all on the south and west of Bypass Road, from Fatuha to Bihta. Yet, another 15 square km township comprising commercial area, housing mainly the I-T sector, would have developed on the new land made available by the receding Ganga from Rajapur Pool to Digha.

Those tuned to seeing the Rapid Mass Transport System (RMTS) of fast rail network and flyovers to solve traffic congestion in Delhi would be having it in Patna, too. There would be around 20-25 more flyovers, and it could be more depending on the need.

There would be the New University Complex (1063 hectares) near Bihta, and the new airport beyond it. The Patna agglomeration (both the old and new townships) would be spread over 345 square km! Express Highway and East-West Corridor, as also the new railway networks would also be there in the new township.

Indeed, the Patna of 2021 would be a vibrant commercial-cum-residential hub. Doubting Thomases, who have been long familiar with the phrase "Master Plan" for Patna and have remained dogged by perennial waterlogging in Kankerbagh, might still wonder how could a low-land and saucer-shaped Patna be sodeveloped?

Said deputy director (planning) of urban development department A K Rai: "Holland faced a similar problem. The internationally accepted model to develop a township is to have a chain of artificially created lagoons to collect water flowing along the slope of the city by force of its gravity. This collected water would be drained out."

The lagoons would be developed for water sports to earn revenues for their own maintenance. The Master Plan has been prepared by Kolkata-based Development Consultant Private Limited. Three solid waste management units have been mooted. Besides, a consultant has been asked to prepare a feasibility report to develop the river front. The Draft Master Plan, now revised after incorporating recommendations from public, has been submitted to the government for approval.

"The new rules being codified will be applicable to New Township, and the old rules to Old Patna," Rai said on Saturday, adding: "The aim is to offload pressure from Old Patna, which does not have much scope for development. Old Patna can only have improved infrastructure. The entire Patna will have more greenery, more parking place and fast traffic movement."

Money? The Centre has created a fund of Rs 1 lakh crore under Jawaharlal Nehru Urban Renewal Mission. The share of Bihar is around Rs 7,000 crore. "A new Patna can be realised," Rai said, addresing a meet on Bihar Chamber of Commerce premises. The participants included its president O P Sah and its secretary (urban) K P S Keshri.

we all biharis outside bihar waiting eagerly for the posh bihar.I serached online for a sft copy of the master plan-2021 but failed to get it.Any idea from where could I get it.
