Bihar & MBBS Education


I can remember one of the quote of Late Sri Chandrashekhar Singh , Ex-PM on Bhoomi Pujan of proposed AIIMS at Patna - " Once Patna was health capital and in 1969 he was advised in DELHI to get his health checkups and surgical operation in Patna only "
 
Yes , It was the era of doctors of International fame like Dr Vijay Narain Singh , Dr U N Shahi , Dr J P Sinha , Dr Shiv Narain Singh , Dr Dukhan Ram , Dr S N Arya and many more including the person who built it all Dr A K N Sinha ( Longest Serving president of IMA / MCI and Commonwealth )
 
It was said there were four international repute doctors but having extreme friendships - Dr Shiv Narain Babu , Dr Gyani Sharma , Dr A K N and Dr J P Sinha . One could have find how once they all decided to live together and purchase lands together in Rajendra Nagar . But slowly down the time , Politicians entered thier life and except Dr J P Sinha - no one is alive to tell thier story .
 
But scene has changed a lot in last 20 years . Bihar lacks any super speciality Hospitals . Doctors are over powered by Politicians and Bureaucrats . Due to negligence from Doctors side - Hospitals are in bad shapes . and Blame game is on .
 
 
Just have a look on these data and find where we stand .

In my opinion :-
 
# . Govt must invite and promote private participation in Medical Education
 
In 1970 Bihar government invited private participation which resulted many philanthropist trusts came forward to establish institutes like SKMCH-Muzaffarpur , NMCH -Patna , ANMMCH-Gaya , PMCH-Dhanbad but somehow in 1976 then Bihar govt too over such medical colleges .

NMCH - Patna by Late Dr V N Singh and Late Krishna Kant Babu
 
 
Later on , During Sri Lalu Prasad & Smt Rabri Devi tenure trusts of minority status got confirmation from govt to start MBBS Courses resulted two more medical colleges by Trusts of minority status in Kishanganj and Katihar linited to 60 seats each . 
 
Strategically , I find error in govt policy to take initiative to start Medical Schools because Govt have its own limitation . No Doubt Govt can construct buildings / infrastructure but govt always find difficulty in finding Medical Teachers due to its own pay scale structure and many more things .
 
#. Transparency in Appointments and Transfer Postings
 
There must be total transparency in appointments and transfer postings which give a good signal among second most united after IAS i.e. Doctors . Their postings must not be tackle in bureaucratic way . Major Medical college like PMCH - Patna must have minimum intrefere by Politicians and Beurocrats . Recent hungama and replacing of senior medical teachers by junion one give a bad taste to common people
 
#. Decentralisation of Power  
 
In starting years of Bihar govt even ministers were having enough powers which reduced in last 15-20 years . Ministers must be given power to handle thier department by thier own and similarly in top -down approaches in hierrachy . Many times it has been seen that Principals of any medical colleges has been seen wasting thier times to keep thier boss happy .
