children's parks. A separate corporation will soon be constituted to implement the dream project. The project will not remain limited to Patna alone. Other towns too will come up with parks.

This was announced by Nitish here on Thursday while launching Mukhya Mantri Nagar Vikas Yojna at S K Memorial Hall from where he also laid foundation for dozens of schemes for the city.

Speaking on the occasion, Nitish said, "We want to make Patna, a city of children's parks. This city is just a jungle of concrete and children have no place to go and no entertainment available to them. As a result, they remain glued to TV sets." He said if parks are developed, they will be good place for both children and their grandparents.

Maintaining that global warming is not far a distant threat, he said, "We want to develop parks to make children conscious of the ecology, environment, cleanliness and gardening with more green cover and open space."

The CM apprehended that if an earthquake of the magnitude as the one that destroyed Bhuj rocks Patna, no less than five lakh people will perish because of unorganized town expansion and construction.

Nitish said 170 parks have been already earmarked in Patna by the government, housing colonies and societies. Once they are developed the city will really become a city of parks.

Nitish directed urban development minister Bhola Singh and principal secretary S Jalja to set up a separate corporation by next month for the implementation of urban development schemes. He said a district magistrate should be not be burdened with the execution of all the urban schemes.

"A dedicated corporation is needed for the implementation and execution of the urban schemes and it will also help in monitoring the quality of work and expenses," Nitish said. He said initially Rs 100 crore has been earmarked to start the project and fund will not be contraint in the execution of works.

Deputy CM Sushil Kumar Modi recalled his visit to some villages in Gujarat and said he was surprised to see they were more developed than the cities of Bihar. In other states, villages are being developed into towns but in Bihar our towns have been degraded to village level, he said.

Modi also spoke about the practical problems in getting fund from the Centre under the Jawaharlal Nehru Urban Renewable Mission (NURM) because of strict conditions.

Urban development minister Singh and health minister Nand Kishore Yadav also spoke while Patna mayor Sanjay Kumar proposed vote of thanks.
