The Cabinet Committee on Economic Affairs today gave its approval for the development of four laning of Patna-Buxar section of NH-30 & 84 and Khagaria-Bhaktiarpur section of NH-31 in the State of Bihar under NHDP Phase III on Design, Build, Finance, Operate and Transfer (DBFOT) Basis.
The project cost of 4 laning of Patna-Buxar section (125.00 km length) is estimated at Rs.1757.40 crore including Rs.137.40 crore towards Land Acquisition, Resettlement and Rehabilitation and pre-construction activities. The cost of 4 laning of Khagaria-Bakhtiarpur section (120 km) is estimated at Rs.1766.30 crore including Rs.62.30 crore towards LA, R&R and pre-construction. The Government would provide the viability gap funding, which would not exceed 40% of the total project cost excluding the cost of LA, R&R and pre-construction.
The project will be developed by the NHAI through the Private Sector Concessionaires who will be selected by NHAI following two stage bidding process. The first stage of the bidding process i.e. pre-qualification of the bidders has already been completed by NHAI. The second stage of bidding process is in progress.
The Concession period for the Patna-Buxar will be 25 years including 3 years of construction period. For Khagaria-Bakhtiarur section the concession period is 29 years which includes 3 years for construction.
