For the first time ever, a cabinet meeting was held in complete public glare. The venue was - mustard fields in the Barbighi village of Begusarai in Bihar. Chief MInister Nitish Kumar and his senior officials travelled in buses to this unlikely place so that the villagers could be privy to the top level state meeting.
